The poll makes no sense but the main question is simple: "HR" (literal HR is not really in charge of comp in a normal enterprise) wants to pay as little as possible. This is a different amount for everyone. Even without negotiation it's going to be different based on time, for one example. E.g. after almost nobody has accepted 100K for a year they decided to offer 110 to increase the acceptance rate so people hired before will earn 100K vs 110K for the ones hired after.
