Bing "PayPal sucks" and look at the results. Notice how much business Square has, and their new tech including instant person to person online payments.
Paypal may strike deal with Amzn and FB
Amzn product after discussion with PayPal product team got so excited that they announced they are going with stripe, FB on the other hand is very light on payments they have deals/partnerships with almost everyone on this planet

To establish a strong hold in online Payments + Risk & Compliance is not an easy task. PayPal has done it well for years and it's difficult for others to come up with a product as complete as PayPal.
If by managing risk you mean if I try and send my sister money for college, both our accounts get flagged for fraud... PayPal is really strong in this area.
