People Manager IBM India

Hi Any people manager from IBM India ? I have joined IBM as an experienced professional. I have an overall exp of 3.6 years. My people manager says that I have to serve at least 2 years in IBM to get a promotion as I have joined as an experienced professional. Poll ques : Is that what IBM follows or is he fooling around me?
