Checked on treasury website, requires being a US person for buying series I electronic bonds through treasury website. Heard I can still buy them through a broker such as TD Ameritrade/Fidelity. Is that information correct? #personalfinance #investments

It means you need to have a SSN. That’s all.
And to add to the comment above - it needs SSN so that they can enforce the annual limit on buying I Bonds ($10K per entity: individual / trust / business).
If you are resident alien for US tax purposes, then you are a US person.
It says on IRS website that you can be a resident alien for tax purposes through 2 ways: Green card test and substantial presence test. I fail the green card test, and as for substantial presence test people on OPT can’t count their days in US towards the test for first 5 years. So even though we pay taxes in US, are we not considered a US person?
Yes, you are considered non-resident alien in this case. Once you are 180 days on H1B, you qualify as US person
