So USCIS requires foreign students go home if their universities move to full-online teaching. What is the purpose of having people in United States as students if they are going full online? this could be abused by people who want to come to us by taking cheap online college just to get here
Borders and airports are on lockdown for most non-Americans so people can’t come here anymore so they can’t abuse it. This SEVP decision only applies to students who are already here. People who take cheap online colleges can’t get a visa because the immigration interviewer in their country will deny it in the first place. Moving 1 million people back to their country during a pandemic is risky and a logistical nightmare, also spreads the virus.
But what is the point of staying here if your just doing college though? May as well send them back now then wait and have them potentially trapped in a foreign country

Why exactly would students need to physically be in the US if their course is fully online? I actually think this decision makes sense. Do people abuse these visas, enrolling for a course to enter and then while here they actually work? Just a hunch, no data.
One of my friends is 3 classes shy from graduating. His visa expired just about a month ago. If he leaves the states right now, he would need apply for another visa for re-entry. That is unlikely to get approved since he already finished his coursework by then. My point is this policy will leave a lot of students in limbo, if they plan to work in the states during OPT period after graduating. And that might be the main reason why the administration pushed for this change imo.
Lots of reasons, access to university facilities like libraries etc. Also, even if the course is online it could be 3am in their own country. It’s ridiculous to ask students to leave the country just because courses shifted to online. Especially given sky high prices for international tickets. If a university ends up operating in a full online mode then in person and full online again as the pandemic progresses, the students have to keep shuttling between countries?
