You need to compare the base rate and the time period 1 in 4000 people could be high or low depending on the time period they are watching for There are almost 800,000 strokes in the US every year ( https://www.cdc.gov/stroke/facts.htm ) or about 600,000 first time strokes. Stroke risk increases with age, but ignoring that this looks lower than the whole population risk of strokes: 600,000 out of 330,000,000 is about 1 in 550, or annually about 7x the number in that study That article is paywalled so I can't see what the time period is. If it's like 30 days after the shot that's like 2x the general population tisk and you would need to see if the ages balanced that.

Well we could do a “how many people in real word get stroke after 65” divide that by “how many total prople over 65”
And compare that to the ratio of the data set that took the vaccine. I’m not advocating that there is a correlation. Just trying to say there might be a way to conclude with a high % confidence
