Been at Amazon a little over a year now and am currently up for promotion to L5/SDE II. However there is so much paperwork involved like multiple write-ups and technical evidence that needs to be presented by myself to actually get promoted. It feels like I have to convince management why I deserve to be promoted whereas at my old company it was the opposite. It's always your job to convince management that you are promotion worthy. If they do it proactively then it's a nicety but don't ever expect it.

It's much barely any paperwork at Microsoft. I'm not sure Amazon is uniquely bad but most companies are generally better. Also: at 3yoe you will be able to get an SDE II job anywhere, and for a lot more money. Probably less work than getting promoted!
I'm pretty sure the latter part is true for every level until senior.
