Wrong. This rule uses job code based levels by area, hence it will perfectly protect them and filter out all Whitch employees

In case people didn't read: They will pick all lvl4 wages first then lvl3 then lvl2. As long as you are high wage lvl in your field you don't need to worry, tech or non-tech. Only problem I see is what tie breakers will they use to filter the lowest of the candidates. Good news nonetheless.

Maybe by how much percentage the salary is higher than the minimum for that level for that job class? Or maybe a lottery among iso-level petitions. Can't think of any other alternative.
