Query Regarding MS in US

I know this is a bit unconventional post! But, it would help me a lot if I could receive your valuable input... My brother received admits from one of the best unis in the world. However, because of multiple admits we are confused as of which uni to select... Following are our final choices: 1. Carnegie Mellon University: Ms in Information Security from the INI (Information Networking Institute). 2. Columbia University (Ivy league): Ms in Computer Science (Computer Security Specialization track). 3. University College London (G5 member and a Russell Group University): Ms in Information Security/ M.Phil in Computer Science. My brother aims at working as a commercial scientist, he has published multiple papers include a publications in top venues like IEEE Access (Ranked 19 worldwide in telecommunication), he has a granted patent, and software copyrights on cryptographic algorithms (all of which he did in his undergraduate studies)... I would like to know which university will provide him with better opportunity to explore and research in the field of computer security... Research the professors in each respective universities and ask him to join whosever matches his research interest most. Blanket university/department reputation is not going to be helpful here.

For sure Columbia, great school and CMU not being CS is much less attractive
