I’m post phone screen, but pre on-site, so they aren’t required to reply yet. I’m worried about an impending layoff since I’m Elevate/ATG/Other, so I don’t want to simply scare them off. I might accept a cut if I find myself unemployed soon. It’s a startup, so until I know a bit more bout them I’m not in a position to know what I would take and I’ve said as much. Any advice, or should I just take this as a bad omen and run?
If they're not required to share a range, you're not required to share your expectation either. Attend the interview, and have them make an offer first. Then you can negotiate. Although keep in mind, they're going to low-ball you (judging just by the verbiage). Best case: you get your dream offer Worse case: you get interview practice and a competing offer.

I do, but what I want and what I would accept if things go south here are pretty far apart. I don’t think telling them that they are a hedge is a good start.
They're hoping for someone with a low TC history who will accept below-market wages because they don't have leverage.
