Does Fidelity Investments make exceptions for fully remote ? They have a directive of 1 week / month in office but looking to understand if there is a way to talk to the manager for fully remote.

No they do not, unless you're currently 60+ miles away from the office. And a hiring manager would have to make a really solid case for a new remote hire.

Everyone has a designated week out of the month that they're expected to be in, five days of that week.
Is there any room for negotiations on five days a week rule? Like alternate days of a week or once a week?

There is exception process but only for 60 days. Managers can put in request for it
