Only role I have seen HR playing in GE India is create resistance in growth of people,be it in grade or compensation. For internal movements,if a hiring manager wants to give a hike based on candidates skills ,that too well within mid range of the respective band,HR tries to block the same citing irrelevant arguments. If hiring manager pushes and all waste time doing few meetings,ego of the HR is satisfied and it goes through.In other cases where hiring manager does not have bandwidth to keep discussing with HR,they give up and either external has to be hired at much higher salary or the internal with no hike. Is this a common experience across regions or India specific as HR themselves in India get less paid , so probably envy the kind of big money they see others getting .

Have seen this happening n number of times in my last few years with GE India. My director of Engineering even mentioned this in the passing, once. You are pretty spot on about the regressive attitude of these 'human resource professionals'. I'd like to add that this is something I have observed even outside in general - Some really toxic practices being pursued by 'HRs'. Sure not all HRs would be doing that but many are. Really disappointing to see it.
