Because committee is the way to kill the bill. The committee will keep considering various aspects for next 15 years - painfully documenting how people die in backlog. Unlike UC, you can keep holding it in committee.

The whole point of the bill is to make it so the system is non discriminatory. Makes no sense if country cap is still in place, higher limit or not

Yeah, this is the root of the problem. The standards are too low to qualify so we instead have a waiting queue. And most of those Indian applications were for years low quality applicants, the Indians who can get into FANG/Uber/Apple/etc would easily fit into the existing quota. Make it harder to qualify and the backlog will be gone.
Yeah the standards are too low that today an unskilled RoW worker gets ahead of a PhD from India. Of course, Amazon will have a blind eye towards it. How they keep mentioning as if only Indians are according to their definition of 'low quality'. And to be clear - many of these unskilled are hired at below poverty wages (like 16k).
