Hopefully not. It is possibly the most ill-conceived piece of legislation in American immigration history. You cannot remove the country cap without increasing the green card cap. If America isn't ready to increase the green card cap then it also isn't ready to remove the country cap. Doing one without the other will destroy legal immigration in America. Currently the vast majority of green card recipients have reasonable wait times for a green card (end to end process from PERM to green card in hand takes less than 2 years). With S386 it will immediately take a minimum of 16 years for anyone filling and by 2030 it will take a minimum of 30 years.

So let’s get this out of the way - country caps are a terrible idea. And they will be removed e eventually. The problem is that congress has no immediate incentive to make changes to this portion of the law because there isn’t an imminent crisis looming. Congress (perhaps rightfully) assumes that this isn’t the most pressing issue to resolve because the affected population of primarily Indian h1b workers would be willing to wait longer for certainly. Indian workers, for many reasons, ARE willing to wait a little bit longer because they believe that they don’t have an alternative to the life they are building in America. Classic catch 22. So the argument is entirely a “moral” one. To give credit where it is due, America has “eventually” done the right thing more often than not, but it is hard to say if this particular change will happen now, in 2 years or in 10 years.
Green card Country cap is not going anywhere for all the various types of green card. The only place where the country based cap is going away is for employment based green card. I think this is fair. If people from other countries want green card, they can apply to various categories. Diversity as an example.
Country caps are a very good idea. I hope it doesn’t get removed.

Unless it is attached to a more serious bill like the stimulus bill, it will be hard to get attention. Once it is attached to stimulus bill, its chance of passing is very high, the bill is to promote fairness and it has not gained serious attention because it impacts only a small set of people. However we lived in a democracy and fairness is fundamental pillar of democracy. Why are only Indians suffering in America but no other groups? Should it be the same line for everyone?
