The source of local talents is also H1B or L1 who got PR or GC. Plus, citizen kids with parents coming via that route. There is a reason why major companies have India/Chinese CEOs or from other country. Even Elon Musk is from South Africa.

Applications are less important than approvals. Approvals are limited by caps anyway, so this data only shows that's getting harder to get into USA trough H1B. The annual cap is currently set at 65,000 visas for regular H-1B applicants. Additionally, there is a separate allocation of 20,000 visas for individuals who have obtained a master’s degree or higher from a U.S. institution.
