During the Spotify Personalization all hands someone asked (paraphrasing), “an experienced MLE I know was laid off this week but I have an interview scheduled for an external candidate for an MLE role. Why didn’t we move people internally?” The leadership’s response was straight up that they encourage the laid off employees to re-apply right now for those roles, just DAYS after lay offs. Like…. Wtf??
When Zillow did layoffs a while back they tried the human approach — they moved as many people as they could. Most of those folks hated it and still left, and it created even more churn and frustration in the end. Part of it was they didn’t take applications, they moved people to similar teams/roles, without a say. I understand not wanting to play eight rounds of musical chairs as dozens apply for the same job, only one gets chosen, and the rest have to reapply again. So I get why they tried to just move people. Short version, I don’t think there’s a way to win. People will hate it either way. I actually would have preferred Spotify’s approach.
I think it’s reasonable to still need to hire a bit despite layoffs but the comment about telling people they should re-apply was stupid

We don’t know the whole story. It could be that an entire team was laid off because a project was canceled. Maybe the person/team had a certain experience and they are looking for something else. Maybe they need someone in a specific market or location. If the laid off person is really qualified for the new job, they will likely give them a higher priority. After all, that person knows the company and people. Will likely be a good fit and start performing sooner.

Usually there is a reason why a person gets laid off ... they don't like the MLE. So they are hiring someone else.
Layoffs are not performance based.
