Manager admitted during in-person 1:1 that he put me on PIP because of quota. He pushed back on his skip but was ultimately forced to put someone on PIP which was me. I am the newest (11 months), and everyone else has been with him for at least 3 years. He was extremely apologetic, and promised to do whatever he can to keep me on the team. He already cut my goals (in the official tool) to show his intentions are true, and that I can easily achieve high ratings with a much lower bar. He also added a new goal that is an L4 scope (am L3) he personally invested time in, but replaced with my name as well. Blinders generally advice to stick with good hearted managers, but also to never trust managers that put you on PIP. I think my manager falls in both categories here. What should I do? Stay or leave?
Your manager is no longer in control. It is up to the hr. Regardless of how much he promises to help, there isn't much he can do. Start looking now.
Agreed. He showed some integrity but in the end, I am below everyone else. When push comes to shove, I'll be thrown under the bus.
Don't let the pariah syndrome bother you too much. Believe it or not, there are so many people going through similar stuff, because of the crazy market. Start looking and interviewing and spend leftover time in doing the bare minimum. Irrespective of what you end up choosing, you'll feel much more in control over time this way. I wouldn't recommend just doubling down on the current goals and trying to survive in this team.. Too much psychological risk among other things.

This manager seems genuine but his hands are tied to his puppet master boss. If I were in your place, the manager would have my full loyalty but I don't think I can trust the skip, or the company. So my goal would be to milk them for money with zero fucks given to longevity at the company or to go above and beyond.

not all PIPed people get fired. If your manager was so open to say you're in the PIP bc of quota, you can very well influence your manager to take you out of it . Only you will know if it's wroth taking the risk vs interviewing outside. I survived Amazon's PIP and even got promoted to manager later on. Just saying
Performance management should be done on a case by case basis, a quota system is the exact opposite of what is needed. Do you really want to work for a company that doesn't have the HR infrastructure to educate management about the basics of how people should be treated? It obviously starts at the top and Sundar has not been a good role model for how to handle employee issues recently.

Don’t stick with incompetent managers. You manager admits to being an incompetent POS.
Sometimes things are out of your immediate manager's control. By being honest, they've shown that they are a person of integrity. With that honest information, they have given OP a chance to decide for themselves what they want to do next.
This is everywhere now. Remove managers with robots and CEO can still pip us with their quota
look for other opportunities since it takes a while, but don't resign. Do the minimum and have them fire you and get severance vs go for free. chances are low it won't turn around where you are but you dont have to give it to them on a platter. I am a manager and am often asked to lower rating for quota so I know the feeling on both sides

Meet the minimum expectations while interviewing externally. Try to get that double pay severance when you accept a new offer and PIP’ed out.
I don't think severance pay is mandatory.
