This is very hard to answer. Ideally, I would say yes because that's what you felt. However that might impact you in the future if you request a recommendation letter from company or even in background check. Usually it's more strategic not to mention people by name but I think it's okay to express your frustration in general so they can work on improving. Hope this helps!

Nope. Smile and say everything’s great. If you have notes on your tools or software, mention those things because that Can be fixed. Once Culture is broken, there’s no fixing it unless it’s a PR nightmare/outbreak scandal.
