Are new joiners really targets? I know many folks who are trying to find a job and it would be horrible if they got one then were let go soon after. Can someone from the HR/recruiting side give the insider scoop?

Layoffs are by org not by individual. If Google decides to cut their mktg team, they will not lay off bad performers in engineering.
