He's barely online, hasn't completed a ticket in months, and can't do even the most simple tasks. His updates are always "doing research on XYZ" or "testing XYZ", when in reality he's prob just leetcoding all day. He's not on anything mission critical so it's not directly hurting our team which is why it has slid for so long (1+ years), but I can't even assign him more important tasks bc there's a 0% chance they get done. Do I tell my manager or just leave him be since I assume he's interviewing and will prob leave soon anyways. If he's not doing interview prep then I literally don't know what he's doing all day besides video games. I'm not at Accenture anymore, this is at google.

Non existent. Hasn't pushed a single line of code in 6 months (not exaggerating)
How come you haven’t raised it with them?
If it’s affecting you, then it’s your problem and you deal with it as you see fit (involve your manager in this case) If this persons coasting doesn’t affect you whatsoever, mind your own business

Is it possible he could have trouble getting started and is just too embarrassed to ask for help? Have you offered to help him get started? If it’s just a matter of laziness, definitely don’t cover for him. If he’s not working because he’s just doing other stuff, he deserves to be fired.
Just focus on your work
That's what I've been doing, but I can't assign him any work (he sudo reports to me) since it never gets done, thus increasing my workload to cover it. Feel bad tattle-telling since it's not my personally to throw someone else under the bus, but at this point it's getting absurd.
