SpaceX it seems to be mostly by tenure. Management track seems to get promoted faster due to growth and back fill. Engineering up till Senior is just stick around for 5yrs+. Beyond that Principle means you are the best in the company at something specific and meaningful and Senior Principle means you are one of the industry leaders.

I think it’s similar to other companies. You won’t get promoted if you are only doing what you are told. You will need to voluntarily take more responsibilities. From what I have seen here, hard work and great work is recognized. People know if you are good or not automatically.
This ^ If you are taking additional responsibility of the next level for atleast 6 months, you will be promoted based on relative comparison with your peers in the same team. That being said, there are also a few teams unfortunately that promote those who do people pleasing and suck up rather than take accountability. This is not exclusive to Tesla btw, happens at other companies as well. It's harder to get promotions, more senior you become as you need to be vouched by other leaders as well.
You need to be performing per skills matrix of a role above you for them to promote you (aka match the title to your responsibilities)
