Is it ok to directly send a thank you note to the hiring manager after an interview, if it's a contract job through a staffing agency?

If you have their direct contact information - yes. If you don’t, ask the staffing agency to forward the note.

Oh, I just figured out it’s a follow up meeting. So, say something along the lines that you’ve enjoyed the meeting with them and you are looking forward to meet them in person. Don’t thank them for moving you to the next step.

Oh ok, that's exactly the style in which I'd respond. However, now I figured things moved fast and I'll hold off until after Mondays meeting and send a thank you not after. As it might be more needed and strategic :)

You should ask the staffing agency, but frankly I don't like these. Thank me in person when you are speaking to me. A thank you note does nothing except make me feel like you're stalking me.

My note would say that it was very nice to meet during the video call and thank you for the invitation to the interview in person. It's more like a thank you note for moving further.
