A friend of mine was laid off last week at TrueCar. His package was horrible and there was no WARN Act notice which was really weird because I believe that this layoff due to size of lay off warrants them getting the 60 days notice. Anyone else fall into this same problem? #layoff #severance

Either I don't understand the WARN act either or OP's story makes sense. He is saying that the size of the layoff would make a WARN notice applicable. Many companies give 60 day severance to avoid doing the notice first but based on OP saying the severance was "horrible" I am going to guess it was less than 60 days.
What was the package? It can be compliant.
Severance is optional. They can provide zero.
