Is there a way to report or flag a driver other than the feedback ratings? I had an incident waiting where the driver was 2 minutes away and after driving for 20+ minutes all around town ended up 10 minutes away. I canceled and was reimbursed but I didn't find a way to tell the app, this is not a driver that you want on your roster. Since it was canceled, it didn't let me provide feedback on the driver. Such a waste of time to go 3 miles made me miss a meeting. A more extreme example that needs reporting. Those things are taken into account automatically I believe. If driver has too many cancellations like that he would be deactivated.

I guess in this case it can also be handled automatically, where difference between the estimated pickup time and (pickup_time or cancel + estimated remaining time) was greater than 25 minutes. I'm sure it's an outlier, but it bugged me that the driver passed nearby then continuously drove away for so several miles.

Yes, normally another car is dispatched. Not sure what exactly happened in your case.
