Well, the "money-back guarantee" may not be applicable to everyone. If attorney offers this kind of service for your case, at least it means he/she is confident about your case to some degree. I signed a contract with wegreened for I-140 NIW and EB1A. Attorney Chen evaluated my case personally and was very thorough during the communication. She only gave "money-back guarantee" for my NIW. I was not offered this guarantee for my EB1A because my case was not strong enough for EB1A at that time.
