That's an exaggerated way to make the "th" sound to provide an example when people are working on their speech sounds. Your tongue doesn't actually extend past your lips to pronounce this word. I guess it could if you're being creepy and baring your teeth to scare children away and want to sound like you have a horrible lisp.
