Silent layoffs are everywhere! Even CGI (which is known in Canada for no layoffs and have paycuts) is doing layoffs almost every week! Severance pay of 1 week is so bad to survive.
Performance based?
Nope financial constraints. They are unable to afford people on bench. Earlier, people have been on bench for 5/6 months easily and were assigned projects later on. But now there are no projects, so people who are about to be on bench are getting laid off.
