I thought Cobra is only offered for laid off not resign.
Check online. Also you may be eligible for marketplace plan.
Are you on a work permit? do you have good savings? Multi-tude of factors depend to assess the risk of actually quiting the job. Old saying but one bird in hand is worth two in the bush. You can always try to time plan better to get some time out for leetcode possibly? Quitting can introduce additional stress which may or may not boost your productivity leetcoding
The only concern so far is the insurance.

No. Being fired has nothing to do with background checks
How about taking a PTO for extended time and preparing instead? Take a month off saying you’re going on vacation and do it.
Depends on your current state and your target company but you might need longer than 2 months to prepare for leetcode. So better don't quit until you exactly know what you are dealing with.
Read up on BATNA before you quit, having an existing job that you “really love for a number of reasons” is a strong negotiating position. Don’t give that up for leet code. You can find an hour or two a day for a few months.
How about going on a medical leave. Just cite depression as a reason. Also it is beginning of the year, you can’t exhaust all the vacation and pto so soon.

Not saying this strategy won't work but a couple things to consider: 1. 12 hours cram sessions are not useful for leetcode. You tend to get tired quickly and can only grasp so much new information in one sessions. 2. A desperate state of mind is not ideal when you're interviewing for jobs that pay more than 260k TC. You want leverage, multiple offers etc in addition to strong leet-fu
