Most places have good and knowledgeable profs to learn from. If you are looking for a brand then it is a different matter.

Among the general US population, probably only Oxbridge is known. ETH, EPFL and Imperial are known in tech circles. In France, ENS is one of the best. More fields medalists than Harvard, MIT, etc. Centrale Supélelc in France is also good. The other top tech schools in Europe like KTH, Vrjie University, etc. are probably known by some (especially in academia) and might be recognized by name but it’s less likely. The top schools in Greece, Portugal, Spain, etc are good. They might be more rigorous than Oxford/Cambridge but they don’t have name brand cachet. Probably because they don’t have as much research going on.
Warwick in UK has a good maths school (on par with imperial maths, below oxbridge), but the cs is not on par with imperial/cambridge cs. Oxford CS isnt particularly strong either.
