What does the new H1B minimum wage mean for new grads?

I'm a masters student set to graduate in December 2020. I will be joining a startup based in Seattle as SWE in Feb 2021. (idk if it matters but I have had 4 years of work experience in India before I started my MS degree). My offer has the following components : Base: 140k Joining : 40k RSUs: 300K (over 4 years, vesting equally; however it's pre-ipo RSUs which I can't sell so I'm not sure if this is taken into consideration when checking the H1B minimum wage criteria) Does the new H1B restriction affect me? #workvisa #h1b #swe

Yes it will not when you start but when you file for your H1B. Only base salary counts. Will have to know the exact job code to know if you will be fine or not. Your personal work experience does not matter; your job description/requirements matter.

I'm trying to gauge what level I'll be placed in. I have 0 years of experience in the US except for a 3 month internship. Does my experience outside US (before masters degree) matter? If it doesn't, isn't my level supposed to be 2?

The DOL literally made errors while calculating prevailing wages. It’ll be challenged and fixed. I.e. the wage they’re claiming is 95th percentile is more like 99th percentile.
