I’d like to get to that but please loop in my manager and your manager so we can have an open discussion to de-prioritize my current workload to fit in your request. So we can have a data driven discussion, please ready the customer impact numbers, business goals, tech design doc and the BRD before our meeting.

I’ve used this in the past, gets people off my ass for doing stupid shit they don’t want to do (or missed their deadline - sorry not sorry not my problem) or trying to get random requests done without going through proper channels.
Your team should have a method of prioritization. Is the new ask higher priority than the other work? Make it clear to the requester that there are trade offs. Saying no with no justification is a bad idea.

No one upset if you decline it in polite way with proper reason ,help your hands when needed and you have a time.
