I have observed some people eating and not exercising staying as it is while others exercising and finding it difficult to shred weight. Is it because of genetics? What role does it play? I am assuming people with good genes will burn more calories at rest and will have higher BMR

Incredibly little change. Absorption in athletes is high, which would make you fatter if you're not athletic.
the bigger part is appetite, some people will never feel hungry whereas others will legit forget to eat. that is mostly hereditary but partially comes down to food quality. with some room in this discussion for eating disorder parents to give their kids the same poor relationship with food.
It is due to intestine digestive capacity. Some people's intestine can have more heat and can digest anything, however some people's intestine can not produce much heat. As a result even if someone only eats light foods he may get fatty. However, some people will eat fat throughout the day and they do not get fat on their body.
Genetics is almost completely irrelevant. They've done studies on metabolism and as you would expect, overweight people have a faster metabolism than skinny people because they have a larger body mass which requires more fuel to power. Anecdotal examples don't matter unless you are tracking a person all day and see all of their physical activities and count their calories. I've been around 17 BMI my entire life and everyone always says shit like "oh you must have good genetics", but I only eat around 12-14 meals a week (I just don't like eating and starving doesn't bother me).
Well low interest in eating and ability to endure starvation are also genetics.

Resting heart rate, stress, immeasurable things you cannot see (and are none of your business), all things that may or may not be genetic. If you think you’re fat and other lazy people aren’t, they’re probably not as lazy as you. This is why the Bible tells us to mind our own business. How much time do you spend laying down or sitting per day?

Drink a lot of water. Keep sipping every now and then. Makes you feel a lot less hungry.
It actually is. I've seen a lot of ppl who eat moderately and do lot of workout but still struggle to lose fat. Getting from 30 to 25 BMI can be easy with some exercise and diet. How easy it is for 25 to 20 is just genetics. It'll be very easy for some and very hard for others

20% of TDEE. But what varies far more is hunger signalling. Some people (like me) feel very hungry for their metabolism so they put on weight easily even if their metabolism isn't slow per se.
