Not sure who modeled that when worldwide testing shows 1% testing positive. Even if 9% test false negatives, that's 10%. But, okay, we'll be careful.

They have clarified that the projection considers no mitigation measures implemented. But CA has already has good amount of it. I'm guessing it's projected this way because they used the data from somewhere with no mitigation measures, and they wanted to give a worst case scenario.
