Imagine we did this to engineers. They launch something, get promoted. Then after 1 year they realize it's not scaling well - we go back and take away their promotion. Instead we say, requirements have changed - let's revamp which may mean throwing away old architecture. Oh and they get promoted for throwing away old bad code, which they wrote and writing new code

Exactly. I don't believe this "overhired" and "macro economic headwind" bullshit. There may be some contribution of it sure, but this industry wide layoff wave and cost cutting seems more like opportunistic moves by Execs trying to squeeze the maximum out of workers and trying to normalise the tech-worker salary band. They made it an employer's market all of a sudden, forcing desperation and salary cuts for people to just stay afloat. All the while they get paid in millions for maximizing their profit margins. Capitalism at its finest.
