I'd prefer Amsterdam. Smaller city that has some tech gigs. Elastic is HQ'd there.
Uber has it’s European HQ here as well. About 700 people (of which, 100 engineers) and growing. Many people from the US internally relocate here. A nice city to live.

Amsterdam - Uber European HQ, Priceline’s Booking.com HQ, eBay to name a few. Quality of life is great and you get tax benefits for 8 years after the move as an expat (the partner doesn’t though)

Ireland. Quite easy to relocate, a lot of companies are hiring. No restrictions/caps regarding nationality. Spouse can’t work, they need to obtain work permit in order to work.
