Which is the best - Cost wise university in bay area to do part time MS.

I am working on h1b as a software developer. Thinking of doing a part-time MS in computer science for this reason that It will increase chances in getting H1b approval during extension/transfer and even in GC. So looking for cost-effective universities. Since I am in the bay area, so having a university in the Bay area makes sense, if it can be online, then any university is fine.
