It is still used in on-prem environment. It can be used even on intranet. Still has its use case. Especially for govt and defence

So you mean Slack hosts the messages on their servers but Skype lets you host in your own environment?

Yes. Skype for business has this option. Not just messages, even calls can work without internet.
HPE used it.
Now we have teams, slack, zoom. Pretty much everything except skype
