Obviously this isn’t universally true, I know Indian people who love/own dogs but there’s definitely a trend
Because lot of stray dogs everywhere in India and not many families have pets for people to be used to them. Personally I was bitten by a stray when child and since then prefer to stay away from dogs both stray or pets

Not a dog. Dogs. One time, my friend and I were chased by like 5-6 dogs. I managed to get away but one of the dogs tackled my friend to the floor and bit him on the thigh. I still don’t hate dogs. I’m just afraid of them.. at first.
Lot of stray dogs in India. Hardly room for families to have a dog. So, people are not used to. Believe it or not, one of the things that amazes Indians when they come to States is to see dogs being treated so well. Lol

Many of the stray dogs in india have rabies and they randomly bite people. Parents teach their children to avoid going near stray dogs "if they bite you, you will need 25 injections". Stray dogs in india survive eating scraps from garbage and human feces. They smell. There's barely enough food for all humans. People treat the stray dogs (in fact also most other animals) with so much cruelty. You will sometimes find a stray dog with 3 legs or with its tail cut off.

I love all animals, including dogs! I am uncomfortable with unleashed dogs, of potentially aggressive breeds.
Pet dogs are not as well trained in India. Every time I have ever visited a friend or relative's house and their dog has not been on a leash was an unpleasant experience as the dogs barked all the time and chased me around. It is much better here where dogs are much better trained, but I still haven't gotten over my experience.
When I was about 8 and living in India, a dog chased me around the house (parent's friend's house and it was their pet) and bit me hard below my knee. I have to get stitches, and medicines. It was a Pomeranian.
Because while growing up in India, the street dogs weren't nice to me. You know what I mean :p
