The Soviet Union still had a transformation it needs to go through before it can become a modern state that can quickly react to changes. Right now power is too centralized which makes it difficult to respond to changes demanded by shifting technology and and market changes. Countries like India and China will have the lime light pretty soon while Russia plays catch up with the rest of the world. They're bleeding too much money during this time and at some point will have to spend time recuperating.
