What are the chances for 1) with referral 2) without referral of getting a call/ into the interview process? How do you know if a submission was read? I am hoping to do it without asking my friend for referral first, and if nothing, then I will reach out. Is this dumb?

Usually recruiters themselves reach out on LinkedIn. So getting a call is not a concern. It may help marginally during hiring committee review if you have a strong referral

I believe if you apply independently and then try to get a referral, your friend will not get the bonus. I would just apply with a referral. If you’re borderline on the resume screen the referral will help.
I think referral should not affect hiring decision though I am not googler.
