So there's a particular manager who creates an extremely hostile workplace at my building. Openly flirts with the females, and they don't like it. He tells us all were little children and he can't believes he gets paid how much he does to babysit us. It goes on from there but that's not the point. Higher ups are oblivious and hold him in high regard Anyway is it really worth filing a hostile workplace complaint? Or should I just look for a building transfer/other job

If you plan to move out you should definitely bring it up to the HR at some point (may be exit interview?).
Exit interviews are BS. Nothing you say there makes any difference. If you have good relationships with other managers in the company then talk to them informally and let them know the reason for moving out.

Do you want a world where people treat each other kindly and respectfully? Or like assholes? Your post may tell the answer, but really, what world do you want?
When I was at Amazon there was a similar manager, flirting with EVERY single female in the office, mocking people for their accent, for the way they laugh, and straight up bullying everyone to get his way; a few women gathered some evidence and took it to HR, what did HR do? Asked for more evidence, and so much victim blaming, even after it was proved to the HR, all they did was to have some low key training for him. His higher managers did absolutely nothing, even didn’t respond to complaints, instead kept promoting him and lauding him for sucking up to them. Oh he had a complete two-face, in front of his managers he was tame as a sheep. And he had the most attrition amongst all the team in his org. Anyways, my suggestion is file hr complaint but don’t expect for anything to happen, pave your path to exit. You have to do sth, it MIGHT eventually make a change, or at least he’ll know people are not oblivious to his harassment.

Filing a report would probably not end well for you if you want to stay. So go interview, get an offer, then do it. It's up to you whether you care more about exposing him or your Amazon career.
Unfortunately it’s true that at most companies this will be held against you, not him. Going to HR is almost never a good idea. From what I know I seriously doubt amazon is an exception. Look out for yourself. Get away from that situation.
