The Palestine that the PLO wanted was in fact the State of Israel. Consider that it was not until 1968 that Article 24 was amended to include a claim on the West Bank and Gaza. At the time of the original drafting, Jordan and Egypt controlled the West Bank and Gaza after unilaterally and illegally annexing them following the War of Israeli Independence in 1948. It was only after Israel had gained these territories in the War of 1967 that the Palestinian Arabs declared an interest in controlling them. ... “The Palestinian people does not exist. The creation of a Palestinian state is only a means for continuing our struggle against the state of Israel for our Arab unity. In reality today there is no difference between Jordanians, Palestinians, Syrians, and Lebanese. Only for political and tactical reasons do we speak today about the existence of a Palestinian people, since Arab national interests demand that we posit the existence of a distinct ‘Palestinian people’ to oppose Zionism.”
Not sure what the take here is? The last quote is kind of laughable - national identities rise as the need arises for them. Various groups tried to make the best out of a shitty situation that was concocted by Zionist groups with the help of the British. It doesn’t change the fact that the British and the Zionists decided that they didn’t need to really pay any respect to the wishes of a population that had been living on the land for generations. The history of Palestine is one of countless authorities trying to strong arm a population into arrangements that no sane people would accept, and then act exasperated when they’re not okay with it. If you want peace and justice in the region, it’s high time that you focus on creating a workable situation that respects legitimate Palestinian claims to land they have lived on for generations.

According to the UNRWA, a Palestinian refugee is one who resided in Palestine from at least 1946, not just ones who lived there for "generations." A large portion of the refugees at that time were recent immigrants as well, though certainly there were those who had been there for generations no doubt. Now it is less clear because we are 3-4 generations from that event so families are mixed
