You should do it through your company's employee stock purchase program. Anything else (in theory) could come back to bite you in the ass.

Most companies frown on trading options or shorting the company stock. Regular buys of stock should be no problem.

Legal - Yes. Can you buy it? Yes. What do you have to do? Tell your company. Most companies do not care if you are an entry level engineer, and are not buying hundreds of thousands or millions. They have such restrictions for certain levels and above. Like at Amazon, L8 and above employees should get clearance.
