I have found reaching out informally to mentors is more useful. Identify people inside and outside your organization who seem to be where you want to be in 3-5 years. And then talk to them on how it happened for them.

I hired a resume writer a few years ago for 1k. But she wouldn't work on my resume without first having a few video sessions over Skype to get to understand my goals.
