i had my two phone interviews last week for fb pm role. did not make it to onsite. can i apply again? would other recruiters consider my resume? i know there is usually a cool off period of 12 months but is it taken seriously by recrutiers?

You will very likely be held to the 12 month cool off if you got past the first round.
But I did not get past the first round(2 phone interviews). Does that mean I will not be held to the cool off?
Did you speak with a recruiter/HR? If so, try reaching out to them. I can’t be 100% certain, but if they gave the HR the feedback notes and decided not to proceed, I THINK that’s the cool-off trigger. Just getting a rejection from the application doesn’t trigger it.
