Canadians can come to the US with no visas, so those applying are a small set that shouldn’t come in anyways. Same applies to Germany et al.

Deceptive. Monégasques do not need visitor visas. There is no reason for them to apply for work visas. There is no way they will want to move here and trade 0% tax for global taxation. They probably apply for like 2 visas a year.

It’s non-immigrant visa petitions denied, as a percentage of total applications. This means all nonimmigrant classes — visas that don’t directly result in a green card: visitor visa, student, H-1B, etc. For visa waiver countries — like for example Germany — the number of visitor visas applied for is basically zero. That means the denial rate primarily reflects other visa types that are harder to get.

Which is still misleading, since for example Germans can usually get visa waiver. What that means in practice is that B visa applicants from waiver countries are either seeking permission for waiver-ineligible activities (business activity mostly) or are ineligible for visa waiver. A person who’s ineligible for visa waiver but applies for a B will likely be denied. That’s why Germany’s denial rate is ~ 12%, where Mexico’s is 6%. All Mexicans, even people who want to go to Disneyland, need a visa or entry permit of some sort.
