how are levels at capitalone is senior engineering manager at c1 same as senior manager in other places like walmart, linkedin, etc is the senior manager also part of stacked ranking done during performance appraisal does senior manager have manager as direct reportees

Actually, some areas have tried doing stack ranking for all associates under a given director YE2019. Not as rigid because each level did not need to meet distribution.

I’m not sure how it compares to other places but if you’re title is Senior Manager, Engineering then yes you will have direct reports. You will be the engineering manager for one tech team. There is an IC role at the same level called Lead Engineer where you wouldn’t have direct reports. And yes everyone is part of stack ranking. You’re evaluated against others in your org at the same level.
