What’s the job title? I figured a manager would get paid more. I would request around 190K at a minimum.

That is a fair offer. LM offers strong job security and stability.
20 YOE in PM? Defense pays way less than tech companies. If you can land PM for any of them then salary at that YOE will be far higher
