over-the phone offer discussions

I passed the interview loop (startup acquired by bigger company) few weeks ago. Recruiter scheduled “informal” call and went orally through base pay and TC package. I requested higher base pay. Recruiter came next back day (via sms) and mentioned that they will not be able to satisfy my base pay desires. The “written” version of the offer was not ever delivered to me — which sucks, I could have used it as “baseline” for negotiations with other companies.I had interview with another company and their recruiter is requesting follow-up call next week — probably to start the offer process. What’s the best strategy for conversation? I really want the offer “evidence” this time while doing negotiations. This is my first offer negotiation experience in US.

I thought you never need evidence. Why would they hire you if they don't trust you. I did all my negotiations without any evidence.

Many companies will not send offer letter until you verbally accept. Other companies HR will be familiar with this practice

Thanks for the details. I was assuming that money related discussions and negotiations should be based on “solid” data and not on something someone told over the phone :). I will adjust my expectations...
