Isn’t it legally non-compliant when you work at a direct competitor? Only smart thing she did is that she is neither full-time at both the places. There's nothing inherently illegal about working for competitors. Many financial institutions use the same backend systems, so there's probably a lot of crossover among contractors. It may violate Citi or Discover policy or their contracting agreement though. Unless you have some other concern about the contractor's work, let it go.

Report it. There might be (and probably is) a security issue related to this type of activity. Not only IP or legal one.
What activity? Having multiple jobs is completely legal, unless you signed any exclusivity agreement with your employer. And any agreement cannot override the law of the nation. Especially for contractors it is no different than driving for both Uber and Lyft, Instacart, doordash at the same time. Do you have any proof that the person is indulging in any illegal activity causing security issue or anything else. Get the f over yourself bro. It’s not a feudal society anymore.
This is why it should be reported. Do those who in charge of determining if it poses any risk or a violation of any agreement could say if it ok or not
There is something called concurrent H1B where you are allowed to work 2 jobs. She is not wrong if she has concurrent H1B and main H1B, paying her taxes lawfully as per Federal govt. who gives a shit about Citi or Discover if they are direct competitors? She is a normal contracting SWE not a decision making Director or VP
What if she is not on H1B? Maybe on EAD, GC, Citizenship, other visas which allow multiple jobs. As you said even H1B allows multiple jobs with concurrent filings.
No one cares until and unless she is lawfully working for 2 companies. Maybe she is on GC or EAD or citizen. No one bats an eye if its under law
